Vérifier l'existence des 2 dossiers suivants, s'ils n'existent pas, les créer :

C:\Users\<USER>\AppData\Roaming\Microsoft\Windows\StartMenu\Programs\Startup
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Startup

On stop le service qui bloque les fichiers, on les supprime, on relance :

net stop DPS
DEL /F /S /Q /A "%windir%\System32\sru\*"
net start DPS
